This Company can assist in the implementation of a wide range of projects, from pre-identification of project ideas to fully-fledged pre-investment sectoral studies and master plans, and to detailed and final engineering of the most complex projects.  The staff have  long-term experience in developing project ideas and preparing project assessments for presentation to national and international funding agencies.  The Company conducted a number of studies in many fields of activities ranging from road and railroad construction/rehabilitation and civil engineering projects, including irrigation and drainage systems, water supply/treatment systems, to agro-industry, and  tourism development and telecommunications infrastructure. It also assisted in actual implementation of a number of projects in these fields. In our experience, most technical assistance projects inevitably lead to sectoral studies and the formulation of project proposals, later evaluated by feasibility studies and thence, to implementation. CONSULINT can assist at any and all these stages.

Project Management, Supervision of Works, and Procurement

This company has expertise in project management, in organizing, planning and carrying-out project activities. It also has experience in the supervision of works, whether conducted by expatriate and local teams of experts or local enterprises.  We also have long practice in preparing tender documents following the standards of most major donors. Bidding, tender, acceptance and procurement procedures consistent with international donor agency policies are followed for the procurement of materials/equipment and for the construction of civil works and implementation engineering services.

CONSULINT's staff have provided supervision services, as well as procurement, on many different types of projects, mainly in the civil engineering field, including numerous road and railroad construction projects. They have also carried out specific procurement activities for the supply of industrial, agricultural and agro-food equipment (greenhouses, irrigation equipment, tomato processing machinery, etc.).

Transport infrastructure, roads, and railways

The Transport sector includes road and rail projects, highways, airports and harbors, traffic studies, and transport economics. Of course, all stages of work,  plans, studies, or design can be competently performed by CONSULINT staff.

Work in this subsector, covers the planning, design, construction and maintenance of roads and their safety, as well as the management and operation of vehicles using the road network. Attention is directed towards the special conditions of countries with tropical and sub-tropical climates. Individual projects are implemented through a combination of long and short term overseas visits and home-based research.  Abroad, we work, whenever possible, with local expertise collaborating  both to ensure local skills are considered and to transfer others which may be scarce locally.

As for railways projects, CONSULINT’s practice flows from the purchase of the railway business of INTR Consulting Srl and covers the entire spectrum of tasks (from design to commissioning) but specializes in project management, including:

Water resources sector

The Water Resources Sector includes drinking water supply and distribution, canals, dams and river regulation, water surveys and exploitation, irrigation schemes, water-course management, hydrology, land reclamation, drainage and sewer systems, and water collection and treatment.

The agricultural side of irrigation development includes soil surveys,  agro-industrial plants, land rehabilitation, and fisheries (in collaboration with COIPA).

Mining and Energy

The fourth field includes Mining, and Energy. The mining and energy practice   was established in 1985 with the collaboration of two important  specialized groups TECNOSUB and ADES. The Firm has carried-out a number of interesting and important projects in these sectors.

Environment

The Firm does not do work in environment per se, but rather considers environment a cross-cutting sector in all its other work. The real emphasis is to make sure the environmental dimensions of all work are taken into account at all stages of design and implementation. Environmental impacts are analyzed and impact management programs (palliative, corrective, avoidance) are designed.

Technical Assistance

Most technical assistance services offered by the Company have provided support to  public organizations. A considerable number of highly qualified experts have been mobilized during past years to supply technical assistance in the following main fields of activity:

·           management of procurement;

·         strengthening the credit system;

·           definition of program priorities;

·         strengthening of marketing

·           restructuring of state-owned firms;

·         distribution facilities;

·           privatization of agro-industrial enterprises;

·         management of donor funds

Feasibility Studies and Engineering Design

The wide-ranging network of engineers and technicians available to CONSULINT, offers in-depth experience in feasibility studies and detailed design  of road projects.  Specific areas of expertise include highway engineering, road safety engineering, topographical surveying, soils and materials engineering, hydrology and hydraulics, agricultural, pavement engineering, economics, and environmental and social planning.

In the past few years, CONSULINT’s staff has either completed or is currently working on several feasibility studies and engineering design road projects in Africa, and in Tanzania, Uganda, Gambia and Senegal in particular.  These projects required the application of the wide range of the professional expertise listed above, competently provided by CONSULINT.

Follow-up and Evaluation

The staff in charge of project follow-up and evaluation have at least 25-30 years’ experience in their sectors of expertise. The staff are assigned to projects implemented directly by the Company as well as projects implemented in association with other organizations.

Projects are backstopped by a specific team of senior and junior experts who provide the field team with the necessary support.  Specific expertise can also be ensured by short-term consultancies, recruited ad hoc.

During the final stage of a project, the evaluation of the technical and financial results is carried out both for internal use and/or to report project status/progress to the financing institution.

The Company has also supplied highly specialized expertise for   external evaluations - both technical and financial/economic - of projects, either on behalf of the executing agencies or on behalf of the financing institution(s).
